The 11th session of the Conference of the Parties (COP11) to the Convention on Biological Diversity (CBD) was held in Hyderabad, India, from October 8-19, 2012. The conference was attended by representatives from the 193 Parties to the CBD, as well as observers from other governments, UN agencies, intergovernmental and non-governmental organizations, indigenous and local community organizations, and the private sector.
The main objectives of COP11 were to review the implementation of the Strategic Plan for Biodiversity 2011-2020 and the progress made towards the Aichi Biodiversity Targets, and to address a number of other key issues related to the conservation and sustainable use of biodiversity. Some of the key outcomes and decisions from COP11 include:
Resource Mobilization: Parties reaffirmed their commitment to substantially increasing financial resources from all sources to support the implementation of the Strategic Plan for Biodiversity 2011-2020. They agreed to double total biodiversity-related international financial resource flows to developing countries by 2015, and to maintain this level until 2020.
Aichi Biodiversity Targets: Parties welcomed the progress made towards the Aichi Biodiversity Targets, but recognized that more work is needed to achieve the targets by 2020. They invited Parties to develop national biodiversity strategies and action plans that are aligned with the Strategic Plan and the Aichi Targets.
Nagoya Protocol: The Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization was further strengthened, with 92 Parties having ratified the Protocol by the end of COP11.
Marine and Coastal Biodiversity: Parties adopted a number of decisions related to the conservation and sustainable use of marine and coastal biodiversity, including the identification of ecologically or biologically significant marine areas (EBSAs) and the development of guidelines for the consideration of biodiversity in environmental impact assessments and strategic environmental assessments.
Protected Areas: Parties recognized the important role of protected areas in biodiversity conservation and sustainable use, and called for increased efforts to establish and effectively manage national and regional systems of protected areas.
Ecosystem Restoration: Parties acknowledged the importance of ecosystem restoration for achieving the Aichi Biodiversity Targets and the 2050 Vision of the Strategic Plan, and called for the scaling up of restoration efforts.
Article 8(j) and Traditional Knowledge: Parties continued to address issues related to the protection and promotion of traditional knowledge, innovations, and practices of indigenous and local communities relevant for the conservation and sustainable use of biodiversity.
Overall, COP11 marked an important step in the global efforts to address the ongoing biodiversity crisis and set the stage for further action and implementation of the Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Targets.
